To say the least, Dodoma is developing very fast — in terms of structures and infrastructure. The main challenge, however, is development of the people — it is virtually for the very few as things stand. Walking in the streets, one meets with hundreds of hawkers. One could argue that they too make a living — but is this how things are supposed to be? No. Talk to those who are in formal employment — they cry of the huge burden of Pay As You Earn (PAYE) tax.
So, it is imperative to seek to bring back the required balance — development of the people (decent forms of employment) alongside other forms of development. Now, as the new Katiba is being formulated, Constituent Members should seek to address the current imbalance.
